Background

As one of the original eight pilot countries for the UN Reform initiative Delivering as One, Tanzania is a global leader in advancing reforms of the UN system, with a view to support accelerated harmonization in implementation practices, coherence in programming, and alignment with national systems, intended to produce a reduction in transaction costs and enhanced development impact. The collaboration between the Government of Tanzania and UN agencies has led to the formulation the second UN Development Assistance Plan (UNDAP II). The UNDAP II aims to achieve transparency on the UN’s contribution to development outcomes as well as joint operational activities. In recent years, at the global level, the UN as whole has adapted a new cooperation framework namely United Nations Sustainable Cooperation Framework (UNSDCF). In Tanzania, the UNSDCF will be rolled out in July 2022. The UNSDCF seeks to consolidate the UN effort and member states to deliver on the Sustainable Development Goals (SDGs) and Agenda 2030.

Deepening reform will require new and even more innovative ways for the UN agencies to work together to delivery on country priorities and SDGs through the UNDAP/UNSDCF. Programme planning, resource mobilization, evaluation, and review activities will to an increasing extent be done collaboratively. The roles of UN staff will change, with an imperative to adopt more proactive, adaptive, and facilitative working styles. Coordination and consultation will continue to be important, but the need for documenting results, pursuing efficiencies and value for money, and adding value through knowledge building and policy advisory support are ever greater. The international ODA context with reducing core resources to several UN programmes, funds and agencies further underscores the need for change in this direction. On the Operations side, there is a call for increased harmonization of UN policies, procedures and tools, possibly leading towards the establishment of a One UN Operations Team.

Under the overall guidance of the Resident Representative and under the direct supervision of the Deputy Resident Representative, the Programme Specialist leads the Inclusive Growth and Private Sector Development pillar/portfolio, ensures programmatic planning, guidance and oversight at the outcome and output levels of the UNDAP/UNSDCF and UNDP programmes consistent with UNDAP/UNSDCF priorities and the identification of creative responses to emerging challenges and opportunities. The Programme Specialist also applies substantive thematic and sector- specific best practices and provides strategic policy and development advisory services for the improved quality and impact of results. The Programme Specialist manages a substantial programme, portfolio and facilitates access by national partners to relevant policy, strategies and technical advice.

The Programme Specialist works in close collaboration with the Coordinator of Programmes, the other Programme Specialists and the Senior Advisors, the Project Management Support Team, Operations teams, programme staff in other UN Agencies, UNDP HQs staff and Government officials, multi-lateral and bi-lateral donors and civil society to successfully implement the UNDAP and Common Country Programme. The Programme Specialist oversees activities of the pillar including facilitation of implementation portfolio approaches and supervises staff members and project personnel under the inclusive Growth pillar.

By application of UNDP’s strategic themes and practice strategies, the Programme Specialist Inclusive Growth and Private Sector Development plays a key role in supporting the adoption of Human Development and pro-poor approaches into Tanzania’s economic development policies, sector and thematic strategies, and trade promotion activities.

Duties and Responsibilities
Summary of Key Functions:

  • Design of projects and portfolio in alignment with the overall strategic direction of the Country priorities, UNDAP and UNDP Country Programme (Country Programme Document)
  • Lead role in the provision of top-quality policy and development advisory services to national partners and effective programme management for results in achieving SDGs.
  • Substantive lead role in and coordination support to the implementation of the UNDAP, UNSDCF and the Delivering as One (DaO) initiative on SDGs.
  • Strategic partnerships building and implementation of resource mobilization efforts (UNDP and UN-wide).
  • Facilitation of knowledge building and knowledge management anchored on emerging portfolio and programmes under inclusive growth and development.

1. Contributes to the strategic direction of the UNDAP, UNSDCF and design of UNDP/joint UN programme interventions focusing on achievement of the following results:
  • Thorough analysis of the political, social and economic situation in the country and collaborative preparation/revision of UNDAP, UNSDCF and other programmatic documents.
  • Identification of strategic and innovative areas of cooperation and programmatic synergies to advance UN reform/harmonization and alignment agenda.
  • Formulation of programme and portifolio activities in line with the UNDAP & UNSDCF; results-based planning of UNDAP / UNDP projects.
  • Effective mainstreaming of gender and other key cross-cutting considerations in UNDP’s programme and portfolio planning and project implementation.
  • Application of other core UNDP/UN sector and programming policies and approaches, such as capacity development, portfolio approach, South-South cooperation, and focus on national transformative impact.
  • Analysis and application of UNDP policies and practices in the sectors concerned and provision of advice based on best practices to CO management.
  • Adjustment of programme strategies in response to changes in the country context.

2. Lead role in provision of top-quality policy and development advisory services to national partners focusing on achievement of the following results:
  • Leadership of the pillar / portfolio towards adequate delivery and achievement of set results.
  • Provision of top-quality policy and strategic advisory services to the Government and private sector in the Practice area.
  • Identification of opportunities for advocacy in support of programme goals and objectives.
  • Substantive support to national counterparts in policy and strategic planning and advocacy.
  • Identification of sectoral, thematic and programmatic needs and related policy-driven issues, and development of relevant strategies that would address the needs identified in collaboration with the Government, private sector and other key partners.
  • Application and dissemination of UNDP global best practices to national counterparts through policy and planning support activities.
  • Constant monitoring and analysis of the programme environment and recommendations to support timely readjustment of portfolio and projects.

3. Substantive leadership, monitoring and coordination support to the implementation of the UNDAP/UNSDCF and the Delivering as One (DaO) initiative, focusing on achievement of the following:
  • Effective contribution by UNDP to the activities of the UNDAP/UNSDCF Programme Working Groups, fulfilling Lead, coordinating and/or contributing roles as applicable;
  • The UN speaks with One Voice in the Programme Area; effective and coordinated UN representation in donor coordination forums.
  • Participation and leadership in the joint identification of programmatic and policy issues to be addressed and formulation of joint programme strategies.
  • Substantive inputs to the preparation of the Annual Work Plan for the PWG concerned, in close consultation with all partners involved.
  • Monitoring of results achieved under AWP and UNDAP/UNSDCF, ensuring UNDP’s high-quality contribution to the joint UN annual programme review exercise.
  • Timely reporting on the AWP in the sector(s) concerned and timely inputs provided to the Annual UN Report on UNDAP/UNSDCF and DaO Matrix.
  • Monitoring the achievement of project results and regular reporting in Atlas project management module. Participation in, and support to, nationally led monitoring activities.
  • Implementation of UNDP’s Evaluation Policy in the programme area and projects concerned through evaluation planning and management.
  • Oversight of planning, budgeting, implementing and monitoring of designated UNDP programme, projects, and monitoring the use of financial resources in accordance with UNDP rules and regulations.
  • Effective and efficient programme management and performance as Manager Level 2 in Atlas for development projects.

4. Establishes and maintains strategic partnerships and supports the resource mobilization focusing on achievement of the following results:
  • Support to national leadership in the full programme cycle of planning, implementation, monitoring, and evaluation.
  • Development and implementation of the CO partnerships and resources mobilization strategies to achieve programme outcomes.
  • Creation and coordination of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc.
  • Determination of programmatic areas of cooperation, based on strategic goals of UNDP, country needs and donors’ priorities.
  • Analysis and research of information on national priorities, donors interests, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing.
  • Active contribution to the implementation of the UN Resource Mobilization Strategy.

5. Ensures facilitation of communication, dissemination, knowledge building and management focusing on achievement of the following results:
  • UNDP visibility and communication strategies mainstreamed in portfolio and project implementation.
  • Dissemination of programme, portfolio and project results through the production of ‘stories’ and knowledge products.
  • Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals.
  • Sound contributions to knowledge networks and communities of practice.
  • Organization of knowledge sharing sessions and trainings for the CO and UN teams on sector-specific subjects, themes and related programmatic issues.
  • Optimal use of UNDP corporate resources for intranet, CO website, Teamwork’s, and knowledge networks.

Required Skills and Experience
Education:

  • Master’s Degree or equivalent in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field.

Experience:
  • 5 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments.
  • Demonstrated knowledge in Inclusive Growth and strategies and private sector development, including trade in support of poverty reduction.
  • Proficiency in the use of computers and office software packages, experience in handling of web-based management systems.
